Governance Model

The humanitarian wallet currently operates in a temporary 1/1 configuration controlled by the Founder during NGO negotiations.
After partnership finalization, the wallet will transition to a multi-signer multisig for all humanitarian transfers.
Temporary phase: 1/1 wallet (no minting/no privileged actions).
Target: Multisig (Founder + NGO representative + optional third signer).
Scope: Controls only humanitarian funds — cannot modify supply.
